Legislator Losquadro Co-Sponsors Acquisition of Spring Meadow Property in Wading River
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) is proud to announce that he has cosponsored the resolution to acquire the 60 acre Spring Meadow property in Wading River. This resolution; IR 1040, was passed at the General Legislative meeting on Tuesday February second.
“This preservation effort has been in the works for a very long time. I can recall the future of this property being discussed when I was a student at Shoreham-Wading River High School,” said Legislator Losquadro.
The preservation of this property is the last piece in a puzzle consolidating the holdings of State, County, and Town parkland that is almost 3,000 acres.
“Protecting this property will not only keep the rural characteristic of our community intact but will prevent the construction of over 50 new homes which would have taxed our infrastructure and further overburdened the Shoreham-Wading River School system,” concluded Losquadro.

Legislator Losquadro questions MTA management
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) today questioned the management of the Metropolitan Transportation Authority (MTA) as it announced it had a $383 million budget gap.
“Fool me once, shame on you. Fool me twice, shame on me. I refuse to keep giving the MTA second chances,” said Legislator Losquadro.
The MTA announced today that it would cut services in many areas including service to the Long Island Railroad.
“Earlier this year the lackluster Democratic Majority in Albany voted to keep the MTA running with no reduction of services by tacking on a mandated payroll tax from every municipality and business in the MTA service area as well as a fare increase. We were guaranteed, even though many small businesses would not be able to afford the payroll tax, it would help stabilize the MTA and no cuts in services would happen.”
“Now that the first payments on the new payroll taxes have come, the MTA is suddenly claiming that they are still short.” On top of that, Governor Paterson indicated that the state would not be able to “honor its commitment” in reimbursing school districts for the MTA payroll tax as required by law.
“I said from the outset if the state was serious about not impacting schools they would have exempted them from this absurd tax in the first place. This is one time I hate being right. Every day we wake up and ask ourselves what’s next? Enough is enough.”

Legislator Losquadro criticizes State Democrat administration for continuing to withhold funding to schools
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) today blasted State Democrats specifically Governor David Paterson, for threatening to withhold state funding for School Districts.
“It’s a shame we have no leadership from our Governor, regardless of how bad they claim New York’s financial state is, they should not be withholding school aid. For every dollar we send to Albany we get cents back. Holding back school aid payments will have a catastrophic effect on local school districts and will cause school districts to raise property taxes.”
According to the New York State School Board Association Governor Paterson falsely claims that ninety five percent of school districts have sufficient reserves to offset any reductions in state aid. They argue this is because of an erroneous report last year by State Comptroller DiNapoli that overestimated school district reserve funds in EBALR (unused sick and vacation time) accounts by double their actual amount.
Governor Paterson has also stated that New York would not be able to “honor its commitment” in reimbursing school districts for the MTA payroll tax as required by law. The people of the State of New York expect the State to live up to its Budget promises. These reckless policies, including the MTA Tax, imperil the financial well-being of our State and the education of our children.
“Governor Paterson and the State Legislature agreed to a Deficit Reduction Plan, that plan did not include any cuts to school aid. Governor Paterson should honor the current agreement and find other areas of state government to cut from including the myriad of state agencies and authorities.”
“You can’t have it both ways Governor; either you are a leader or you are not. Passing the buck to the local governments and school districts because you mismanaged our State finances is not leadership,” concluded Losquadro.

Legislator Losquadro Joins with Soil and Water Conservation District to Announce New Program
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) joined other members of the Suffolk County Soil and Water Conservation District announcing a new cost sharing program with local farmers who construct environmentally conscious pesticide handling infrastructure on their lands.
Under the program announced this week, farmers are now eligible to receive Cost Sharing Assistance through the County’s SWCD for the implementation of an Agrichemical Handling Facility. This is either a permanent structure made of sealed concrete or a portable structure made of synthetic materials that capture and contain liquid pesticides and fertilizers, preventing their runoff into ground water.
“This is a great opportunity for our local farmers, who recognize the importance of utilizing environmentally conscious pesticide handling infrastructure. By offering this incentive, hopefully we can persuade more farmers to take part in protecting our groundwater,” said Legislator Daniel Losquadro.

FARMERS TO GET AID FOR PROTECTING GROUND WATER Soil and Water Conservation District to Announce New Cost Sharing Program
With a backdrop of Suffolk’s east-end autumn splendor, members of the County’s Soil and Water Conservation District [SWCD] will announce a new cost sharing program with local farmers who construct environmentally conscious pesticide handling infrastructure on their lands at a Monday, October 26th press conference. Being held at the Starkie Brother’s Nursery in Cutchogue, the announcement will be held on farmland that has already taken advantage of the offering.
The program will be administered by the Suffolk County Soil and Water Conservation District and be overseen by the United States Department of Agriculture. The initiative is being funded with fines collected by the New York State Department of Environmental Conservation imposed on polluters for spills and non compliance issues.
Suffolk County’s Soil and Water Conservation District was established in 1964 but has its roots in the 1930’s dust bowl. The SWCD was developed with the purpose of developing and implementing an effective soil and water conservation and agricultural nonpoint source water quality program.
The SWCD is governed by a Board of Directors appointed by the County Legislature. The Board of Directors decide activities of the District and are responsible for its operational management. Legislator Losquadro is a member of the SWCD Board of Directors.

The Vassilaros property in Miller Place is one of the last large pristine woodlands on the north shore. This month the owners of the property finally agreed to the offering price from Suffolk County.

Legislator Losquadro to Participate in Drug Awareness Program
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) will join the Mt. Sinai School District and community members for an informative and educational presentation that focuses on the issue of drug abuse.
The presentation will take place on Thursday, October 22nd at 7:30pm in the Mount Sinai High School Auditorium. On hand to talk about the dangers of drug abuse will be Dr. Stephen Dewey, a Research Investigator in the Center for Neurosciences at the Feinstein Institute for Medical Research at North Shore University Hospital. Dr. Dewey will clarify some of the common misconceptions people have come to believe about drugs and drug abuse. He will also specifically address the heroin epidemic on Long Island.

Legislator Losquadro Co-Sponsors Bill to Ban Drop-Side Cribs
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) co-sponsored a bill today to ban the sale of Drop-Side Cribs in Suffolk County. In the past eighteen months, these cribs have led to at least three infant deaths and many injuries throughout the United States. Additionally, according to a February 2009 report issued by the Consumer Product Safety Commission (CPSC) there were a total of 90 deaths reported from 2003-2005.
“Suffolk County has a tradition of taking the lead in the nation when it comes to passing important legislation. I am pleased to be able to co-sponsor this bill with the rest of my colleagues in Legislature. If this ban saves one life or stops one injury from happening, it is worth it,” said Legislator Losquadro.

Announce Success of Joint Town – County Investigation into illegal activities at the Ramirez Deli in Rocky Point
Last night at approximately 9:00 pm the Suffolk County Police Department, along with investigators from the Brookhaven Town Attorney’s Office executed a search warrant at the Ramirez Deli at the corner of Broadway and Prince St. in downtown Rocky Point. The raid came after an extended investigation involving surveillance by both Town and County personnel, which led to the issuance of the warrant to enter the premises.
"The community has for some time expressed concern about illegal activity taking place at Ramirez Deli. I have worked together with numerous agencies since my days as Civic President to have this place shut down and today I am proud to say that we have succeeded for the benefit of our community. I appreciate the efforts of the police department, our town attorneys, law investigators, building inspectors and fire marshals for their hard work and removing this vice from downtown Rocky Point. The community, the county and the town working together have taken the first step to a better Broadway,” said Councilwoman Bonner
When Police and Town Investigators entered, they found an illegal gambling operation overseen by the manager of the facility, Ramon Rodriguez. Mr. Rodriguez has been charged with Promoting Gambling in the 2nd Degree and possession of a Gambling device. At least three arrests, in total, were made including that of Rodolfo Morales wanted in Texas for murder. In addition 15 town code violations were issued, eight of which were for violations of the fire code. All three arrested reside in Port Jefferson Station. In addition, the Town issued a Cease and Desist order for operations on site and revocation of the State Liquor Authority License for the site is all but assured, as gambling of any kind is strictly prohibited.
“This is exactly the type of inter-municipal cooperation that leads to success in cleaning up our neighborhoods” said Legislator Losquadro. “I want to applaud the Town Attorney’s Office Investigators and the Suffolk County Police Officers and in particular Seventh Precinct Commander, John Meehan who listened to the complaints we brought to them and what they were hearing from the community. We need to send this message loud and clear: we will not tolerate illegal activity in any form, you will get caught and you will be prosecuted.”

Losquadro Announces Passage of Last Parcel for Chandler Estate Preservation

Legislator Losquadro Presents Check to St. Anthony’s
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) recently presented a check for $2,400 to Father Richard of St. Anthony’s of Padua Roman Catholic Church in Rocky Point. The donation for the Church was collected at the final concert of the Summer Concert Series in Downtown Rocky Point.
“Father Richard once again displayed his generosity and sense of community by permitting use of the Church grounds for our Free Summer Concert Series. The concerts were about delivering entertainment that brings together families, neighbors, and friends as well as recognizing all that Rocky Point has to offer. The annual Summer Concert Series in Rocky Point drew more than 20,000 people into the downtown area over the course of the five concerts.

Mount Sinai, New York – In a special meeting of the Legislature today, Legislator Daniel P. Losquadro (R-Shoreham) fully supported the passage of legislation that will require the disclosure of the Metropolitan Commuter Transportation District mobility payroll tax on real property tax bills. “This unfunded mandate is being passed on to the taxpayers of Suffolk County by New York State and it should be clear on the tax bill why this new tax exists,” said Legislator Losquadro.
Legislator Losquadro is also encouraging other taxing entities such as schools, fire districts and library districts to join in by passing their own resolutions illustrating the impact of the MTA Tax on their tax levy.

Legislator Losquadro Secures Funding for “Rails to Trails”
Mount Sinai, NY- Suffolk County Legislator and Minority Leader Daniel P. Losquadro (R- Shoreham) has secured passage of Resolution 1720-09 through the Public Works and Transportation Committee. IR 1720-09 contains the necessary language needed for the County to move forward with the funding for the “Rails to Trails” project. The “Rails to Trails” project, once completed will be a 12-mile trail that will be utilized for biking or hiking along the LIPA right of way, formerly the Long Island Rail Road line, from Port Jefferson to Wading River. “I am excited to see this project finally move forward after many years of stalled negotiations with LIPA. Now with the passage of IR 1720-09 we are seeing the project come to life. In the near future we will be able to walk or bike from Wading River all the way to Port Jefferson…I can’t wait to utilize it myself,” Losquadro, an avid outdoorsmen concluded. IR 1720-09 is set to be voted by the full County Legislature on Tuesday August 18, 2009. Legislator Losquadro expects the bill to pass.

Rocky Point was awarded $63,000 for a new playground to be located on Broadway across from the CVS. Losquadro (R- Shoreham) today along with his colleagues in the Legislature called on the Long Island Senate Delegation and Governor Paterson to vote against the proposed MTA payroll tax. The proposed tax would add another $97 million in taxes paid by Suffolk County residents to the MTA. “Suffolk County residents already pay over 250 million dollars in taxes to the MTA each year, and we get the minimum of services in Suffolk. I simply don’t understand why anyone in Suffolk County would be willing to foot more of the bill for more services that they are not using,” said Legislator Losquadro. The proposed payroll tax does not even include imposing tolls on the last toll free remaining bridges in New York City where most of the money is being spent. “Its time for our elected officials to stand up for Long Island, our Democrat State Senators Foley and Johnson must withdraw their support from this bill. This outrageous proposed tax could be the nail in the coffin for many families that are struggling to just survive and stay here in Suffolk County. Daniel Losquadro, Suffolk County Legislator, 6th District, recently provided support to the Parish Resource Center in Rocky Point to offset some of the costs of resources purchased in 2008 and 2009. With the member item the Center was able to purchase over 100 books, videos and DVD. Losquadro (R-Shoreham) today called on New York Governor Paterson to enforce the collection of Sales Taxes from the sale of products on Native American lands to New Yorkers. For decades New York State has attempted and failed at every opportunity to collect sales taxes on Indian lands. The legal collection of these taxable transactions could yield billions of dollars when our economy is desperately in need of some reprieve. “We need to enforce the laws that are on the books, the last four Governors we have had have promised to collect the sales taxes from Native American lands and have failed us. I am calling on this current administration to get their head out of the sand and collect what legally is ours.” “I have signed on with the rest of my colleagues in the County Legislature to ask Governor Paterson to enforce our laws,” continued Losquadro. February 19, 2009 For Immediate Release Contact: Marcus Povinelli 631-854-1600 If LIPA Gets $$$, let it benefit ratepayers, not a private corporation A recent Op-Ed piece by LIPA President Kevin Law raises some serious questions concerning the cost effectiveness of repowering the old power plants which are now owned by National Grid. Mr. Law states that the cost of repowering these “antiquated” power plants is “astronomical”. His suggestion that using Federal stimulus funds to defray these costs that would otherwise be incurred by National Grid, the private owner, provides little or no benefit to ratepayers on Long Island. If Federal stimulus funds are made available to LIPA, they should be used in a way that has immediate benefit to ratepayers or ensures greater efficiency in the transmission system for which LIPA is directly responsible. A good practical application for Federal stimulus funds would be implementation of some of the “smart grid” concepts advocated by the Department of Energy and referenced by Mr. Law. In any case, use of stimulus funds for repowering antiquated power plants should not be a focus of LIPA, which should secure power from the cheapest and most efficient sources available in the marketplace. Repowering involves so many uncertainties, particularly in the current environment, that it should only be pursued by National Grid and only after an open, competitive process to assure LIPA that a runaway cost situation will not become the ratepayers’ responsibility. Losquadro (R-Shoreham) announced today that he has successfully shepherded legislation out of committee that would allow for the initial planning steps to acquire scientist Nikola Tesla's last existing laboratory, located in Shoreham, NY. The 13 acre site in Shoreham includes Tesla's laboratory as well as the site of the 187 foot tower used for his groundbreaking research into wireless power transmission. "Being able to preserve one of the last national treasures of Tesla's work is something to be proud of not only for the sixth legislative district, but for Suffolk County and the rest of the country as well," said Losquadro. Losquadro's legislation will allow the county to start the process of exploring the purchase of Tesla's laboratory. Losquadro expects that with the county taking the proper planning steps to purchase the property, the ability to partner with private and national interests will expand. “I am very excited about this opportunity to partner with the Tesla Science Center as well as exploring private partnerships that want to preserve scientist Nikola Tesla's groundbreaking achievements into wireless technology and energy,” continued Losquadro. Newsday.com Plan would create Suffolk museum for physicist Tesla BY RICK BRAND rick.brand@newsday.com January 28, 2009 Advocates who want to create a science museum and learning center at the former lab of famed physicist Nikola Tesla, the father of alternating current, moved a step closer as a legislative committee approved appraisals of the 13-acre Shoreham site. However, aides to County Executive Steve Levy, citing economic woes, warned the county cannot afford a new museum, when existing ones are facing fiscal woes. The measure, approved unanimously Monday, goes to the county legislature Tuesday where sponsor Legis. Daniel Losquadro (R-Shoreham), minority leader, said he expects wide support. "This is clearly a very important historic site," said Losquadro, saying it could easily qualify as a national landmark and has attracted international interest. He also believes the site could attract naming rights funding from major communications companies. Backers say the lab is historically important because the 10,000-square-foot brownstone is the last remaining research facility used by Tesla, a scientific giant at the turn of the century. Tesla built power generators at Niagara Falls, invented radio and did far-reaching research on energy and robotics. The site also has the remains of a 187-foot high tower used for radio wave experiments, that goes 120 feet deep into the ground. "If we were talking about the last laboratory of Thomas Edison, people would be all over this," said Jane Alcorn, president of Tesla Science Center. She said Tesla is just as important, and his work is now undergoing a revival. Alcorn added that his alternating current electric power made Edison's electric light practical, allowing power to be sent long distances. But Levy aide Ben Zwirn warned, "Acquiring the site would be the easiest part. The problem is once you have it what do you do now." Reached later, Suffolk parks commissioner John Pavacic echoed concerns, saying a new complex would stress park resources, noting the Vanderbilt Museum and Maritime Museum in Sayville are having fiscal woes. But Losquadro said the county needs only to act as a catalyst for purchase and the Tesla organization that has long advocated for the science center would be responsible for fundraising and operating the site. But he added it is crucial to have the county initiate talks to compete with other buyers. He also hoped the county might get land for a tax write-off because pollution problems limit its use. The property, located on Route 25A, is owned by Agfa Corp., a Belgium-based imaging company, but the complex has been closed since 1987, when technology at the site became obsolete. The parcel is also a state Superfund site that has undergone a cleanup for heavy photographic metals that is virtually complete. County Legislator Dan Losquadro (R-Shoreham) thanked Civic President Drew Martin in particular for his assistance in securing the project. "Drew was a great help in a lot of the stages of the process," Losquadro said. "It was a long time coming and complete win for all involved." For several years the county had been in talks with the Long Island Power Authority regarding the creation of a 13-mile bicycle and walking trail along the abandoned Long Island Railroad track from Port Jefferson to Wading River. According to Losquadro, the design phase will begin this spring and the trail could open as early as next year. It seemed only fitting that on the same night the Rails to Trails project was announced, Michelle Neumann, branch manager of Rocky Point's new TD Bank, invited the public to come see the bank's mural of the original Rocky Point train station, which operated until 1938 at what is now Thurber Lumber. Losquadro announced he is at work on this summer's Rocky Point concert series. Losquadro was recently honored as man of the year in culture and the arts by the civic association for his work on last summer's Rocky Point concerts. Those 2008 shows, widely considered successful, were held at St. Anthony of Padua Roman Catholic Church, and featured (on different nights) an oldies band, a Billy Joel tribute band and an outdoor showing of "Charlie and the Chocolate Factory." It was also announced that the new café, Sweets of the Spoon, located on Route 25A in the business district, will open in the next couple of weeks. For some months, "Coming soon" signs have adorned the empty café, which will feature a menu of frozen desserts, beverages such as cappuccino, espresso and coffee, and soup and sandwiches. "This is really the right business in the right place," Martin said. "It will actually be the anchor business of our west end of downtown." Losquadro, recently reelected to the position of minority leader in the Suffolk Legislature, also spoke about the challenges state budget cuts would bring, but described the county as being in "good shape." "When the state takes the cut we still have to provide the service and find the revenue," Losquadro said. "We and the county are prepared for whatever comes our way." In other news, Marshal Schwartz was unanimously voted into the vacant trustee position. On the agenda for next month's meeting is stormwater remediation for the North Shore beaches. Councilwoman Jane Bonner (C-Rocky Point) and Rep. Tim Bishop (D-Southampton) will be on hand to talk about the progress being made on that endeavor. That meeting is scheduled for Feb. 5.
Suffolk County and LIPA Reach Deal on Rails-to-Trails Project along North Shore
Hauppauge, NY – The Long Island Power Authority (LIPA) and Suffolk County, pursuant to negotiations with County Executive Steve Levy and County Legislator Daniel Losquadro, today announced they have reached an agreement to move forward on the national Rails-to-Trails project, a program which encourages government at the national and state levels to create conditions to make trail building possible. Under the agreement, LIPA will allow Suffolk County to construct an approximately 12-mile path to be utilized for biking or hiking along the Authority’s property and the abandoned Long Island Rail Road track from Port Jefferson to Wading River. As part of the deal Suffolk County will indemnify LIPA for all claims asserted as the result of injuries that occur both on and off the trail during the hours from dawn to dusk, and for all injuries that occur on the trail at anytime. Construction of the trail is contingent upon the receipt of federal funds previously committed to the project. County Executive Steve Levy said, “We are pleased to provide residents of the North Shore with what will be a beautiful recreational outlet in their neighborhood.” Legislator Daniel P. Losquadro (R-Shoreham), whose district encompasses the majority of the trail stated, “This deal has been a long time coming. The idea for this project began many years ago, and with numerous meetings and discussions between the county and LIPA, we have finally come to an agreement. Finalizing Rails-to-Trails is a great way to start off the New Year. “These negotiations have stalled several times over the years, obviously tenacity pays off,” said Losquadro. “I want to personally thank all of my constituents and the many advocates who took the time to express their desire to make this plan a reality. The path will also include a 3.5-mile section of non LIPA-owned property running between Port Jefferson and Setauket. Local residents Mike and Ronne Cosel, who were the original inspiration for this project, said, “We are thrilled that LIPA and Suffolk County have been able to reach an agreement allowing the thirteen mile Port Jefferson - Wading River Rail Trail to become a reality. Losquadro (R-Shoreham) recently attended the Girl Scout Gold Award Ceremony for Service Unit #54 where he presented proclamations of congratulations to Angelica Jannace of Sound Beach, Shayla Mansfield and Tabitha Ueblacker of Rocky Point. The Gold Award is the highest recognition a girl can achieve in Girl Scouting. For her service project, Angelica helped the St. Loius de Montfort church put all of their books from their library onto the computer. Shayla and Tabitha collaborated on their project by assembling care packages for specific families in need and delivered them.

Shoreham) attended the Girl Scout Gold Award Ceremony for Troop 3848, where he presented a proclamations of congratulations (pictured left to right) to Emily Thumser, Kayla McElhone, Brittany Pisani, Courtney MdElhone, and Jessica DeLalio. The Girl Scout Gold Award is the highest recognition a girl can achieve in Girl Scouting. Losquadro Announces Passage of Resolution to Preserve DeLea Sod Farm
Legislation to purchase development rights from 142 acres of farmland receives unanimous support Legislator Daniel P. Losquadro (R-Shoreham) announced the approval of his bill in the Environment, Planning and Agriculture Committee to begin the process of preserving the DeLea sod farm in Miller Place. “This parcel of land has been under development pressure for several years now. Until now, we have not had a willing seller and were therefore unable to move forward to the appraisal phase of the process.” Recently, the builder that was in contract to purchase and develop this property made the decision to back out of the deal. Legislator Losquadro got the County Real Estate Department and the landowners together to confirm that they were, in fact, willing to sell to the County. “This Purchase of Development Rights proposal is the best of both worlds for our community,” said Losquadro. The County will remove the ability to build on this land forever while leaving the agricultural rights in place. Successful acquisition of this property would mean it would remain in a conforming agricultural use in perpetuity. The Purchase of Development Rights (PDR) program has been used extensively in eastern Suffolk County to maintain open space and keep the agricultural economy strong. “Dollar for dollar, Suffolk County has the largest agricultural production in New York State. That, combined with the fact that we are heavily reliant on a Four Billion Dollar a year Tourism industry gives us every reason to aggressively pursue preservation of our remaining farmland. When we get a property owner that is willing to take part in this process, I do everything in my power to make sure we don’t keep them waiting.” This resolution includes the main body of the sod farm that runs south from Rt. 25A down to Miller Place-Yaphank Rd. The western portion of the property includes a large number of out parcels belonging to several different owners. Legislator Losquadro has the County Real Estate Department working to identify the remaining owners so that the resolution for the remaining approximately 100 acres of the property can be put forward later this month.
Legislator Losquadro Going Green
Legislator Daniel P. Losquadro (R. Shoreham) recently attended the "Going Green" Symposium held by the Huntington Chamber of Commerce. The distinguished panel of experts included Bruce Germano, VP Retail Sales, Long Island Power Authority; Sarah Lansdale, Executive Director, Sustainable Long Island; Patti Wood, Executive Director, Grassroots Environmental Education; Ron Lanner, Partner, H2M Group; Daniel Losquadro, Suffolk County Legislator and Frank Mruk, Associate Dean for School of Architecture & Design, New York Institute of Technology. Among the issues that were discussed and exhibits that were presented were alternative and flex fuel vehicles, organic cleaning products, energy-efficient lighting, building and architecture, solar and clean energy options and other green products currently available for use at home or at work.

Group would 'bring concept to larger audience'

As county and town officials bemoan the migration of young and old residents to areas off Long Island due to the high cost of living, a county legislator said a Land Trust Task Force could help locals secure more affordable housing — which would hopefully allow populations now leaving to stay in Suffolk County.
"We are lacking an entire segment of the housing population," said Suffolk County Legislator Dan Losquadro (R-Shoreham). "No one is building the 1,500-square-foot ranches — a great starter house — anymore. With the price of land being what it is, if a developer pays $250,000 for a piece of land, he's not going to build a $300,000 house. He'll build a 3,000-square-foot house and charge $750,000 for it."
Mr. Losquadro introduced legislation last week that would create a Land Trust Task Force. Legislators tabled the bill and plan to vote on it during their Sept. 20 meeting. The proposed nine-member task force would "examine the concept of land trusts and bring the concept forward to a larger audience — to the public and elected representatives who don't know what land trusts do," Mr. Losquadro said. Task force members would include Mr. Losquadro, a land trust advocate, the legislature's presiding officer, an economist specializing in affordable housing, the commissioner of economic development and work-force housing, and a representative from the Long Island Regional Planning Board.
The members would research and disperse information about land trusts — nonprofit organizations run by boards in charge of maintaining the affordability of and who may own the designated homes. By deciding what percentage of accrued value an owner may take out of a home upon resale, board members can make sure a house remains affordable, Mr. Losquadro said. Most people who live in affordable homes owned by land trusts earn between 80 and 120 percent of an area's median income.
The boards that would look after a home's affordability would comprise members of the community — basically, people who have something at stake and want to keep the home's price from skyrocketing, said Bob Mulvey, executive director of New Directors Community Based Research Institute, a nonprofit group that advocates the use of land trusts.
"The land trust owns the land and sells the house, so the homeowner doesn't buy the land," Mr. Mulvey said. "This method keeps the price down. Land trusts are an important way to allow people to buy a home, especially to allow young and old people to buy a home, since they aren't usually involved in making a killing with a real estate deal."
Because government resources are limited, Vision Long Island executive director Eric Alexander said land trusts can be a handy way to share affordable housing responsibilities. Should community members be able to own land and maintain its affordability, it can create more affordable housing while relieving local governments of the responsibility of maintaining all affordable housing developments, he said.
"Government solutions are one piece of the solution, and land trusts are another," Mr. Alexander said. "Land trusts are one tool in addressing affordable housing. It's not a panacea, but it's definitely an approach that municipalities should look at."
Brookhaven Town Supervisor Brian Foley deemed land trusts are an "interesting idea."
"Land trusts have worked very well in other parts of the country, and they have started to get their foot in the door here in Brookhaven," Mr. Foley said. "Certainly this idea of land trusts as a potential avenue for affordable housing is an interesting one and should be explored."
According to Mr. Losquadro, land trusts would promote smaller-scale affordable housing developments that would be more manageable for the community in which it exists.
"It will show people that affordable housing can be done in a way that is spread out throughout many communities," he said. "It doesn't have to overburden one community, and it gives you the possibility of creating units that are for the younger generation or for empty-nesters. That's really the only way to solve the problem on a larger scale, rather than always trying to find a huge parcel of land and doing the big project. Yes, you create more housing there, but then you continue to burden school districts that are already overburdened."
The creation of a land trust task force may not mean that land trusts are the ultimate solution to the lack of affordable housing, but it's a step in the right direction, Mr. Losquadro said.
"We want to keep low-wage earners and people within the ranks of the middle class here, and right now they're unable to continue to live here," he said. "There's a diminishing supply of affordable housing with a diminishing demand, and we're getting to the point where we're running out of land. How we address that problem now will decide whether or not we're going to have a sustainable housing market or if we'll continue down the path of being too expensive for people to afford to continue living here."

Owner says sale for preservation possible By Grant Parpan MILLER PLACE
The DeLea Sod Farm, one of the largest undeveloped properties on the North Shore, may be preserved after all, one of the farm's owners confirmed. The contract the landowners had with Jericho-based Beechwood Organization, one of Long Island's largest home builders, has expired and the owners have expressed a willingness to sell the 275-acre parcel to the county or town for preservation. Brookhaven Town Planning Commissioner David Woods confirmed Beechwood has withdrawn its application and that the parcel has been put before the open space committee for review. The commissioner said he could envision a town/county partnership to purchase the land in the future. Suffolk County Legislator Dan Losquadro (R-Shoreham) said he contacted co-owner Frank Beyrodt as soon as he learned the Beechwood application had been withdrawn and that he has since entered a planning steps resolution with the department of real estate, which would then order up appraisals on the property. "What we have is an owner who is willing to work with the county on preserving the property," Mr. Losquadro said. "I'm very optimistic." Mr. Beyrodt said the DeLea owners receive lots of interest from developers for the parcel, one of the largest of the westernmost undeveloped properties on Long Island. Even so, he said, he personally would like to see the sod farm, which has been in the DeLea family for nearly 50 years, preserved as an open space. "That's something I'd like to see," said Mr. Beyrodt, who sits on the board of directors for the Long Island Farm Bureau. "And members of the community would like to see that. It's a difficult situation, though, because of the value of the property." One key might be the passing of the Community Preservation Fund in Brookhaven, a referendum that will appear on the ballot in November. Without the funds that proposal would generate, the town would most likely not have the resources to enter into a partnership with the county on such a large piece of open space. And it's the increased value of the open space that caused the Beechwood Organization's proposal to fall through. Mr. Beyrodt said when it was time for the involved parties to renew their agreement, the developers' offer did not reflect an increase that satisfied inflation rates. Michael Dubbs of the Beechwood Organization did not return a phone call seeking comment for this story. The developers' proposal, which had been in the works for nearly four years, called for more than 125 single-family homes and 100 planned retirement units. The developers had also been exploring the possibility of providing the Miller Place School District with an administrative building and donating as much as 120 acres back to the town, with the understanding that 40 acres of that land be used as field space for local athletic leagues and future school district expansion. Miller Place Civic Association president Kathy Rousseau reported earlier this year, though, that the developers were running into problems regarding pine barrens clearing limits. While the DeLea farm appears more likely to be headed in the direction of preservation, the Vassilaros property, a 65-acre parcel on North Country Road, is still before the Planning Board. Developers entered a site plan and yield map for 50 single-family homes to be built on the property in October. Commissioner Woods said that property has also been put before the open space committee for review. Any preservation also hinges on the passing of the Community Preservation Fund, he said.

Legislator Daniel P. Losquadro recently held an a Ident-A-Kid clinic at the North Shore Youth Council Summer Camp, which is held at the Andrew Muller Primary School in Miller Place. The Ident-A-Kid program is a free child safety program offered by the Suffolk County Police Athletic League with funds that are provided by the Suffolk County District Attorney's office. This program provides parents with a kit to record and maintain vital information about their children.

Announce Success of Joint Town – County Investigation into illegal activities at the Ramirez Deli in Rocky Point
Last night at approximately 9:00 pm the Suffolk County Police Department, along with investigators from the Brookhaven Town Attorney’s Office executed a search warrant at the Ramirez Deli at the corner of Broadway and Prince St. in downtown Rocky Point. The raid came after an extended investigation involving surveillance by both Town and County personnel, which led to the issuance of the warrant to enter the premises.
"The community has for some time expressed concern about illegal activity taking place at Ramirez Deli. I have worked together with numerous agencies since my days as Civic President to have this place shut down and today I am proud to say that we have succeeded for the benefit of our community. I appreciate the efforts of the police department, our town attorneys, law investigators, building inspectors and fire marshals for their hard work and removing this vice from downtown Rocky Point. The community, the county and the town working together have taken the first step to a better Broadway,” said Councilwoman Bonner
When Police and Town Investigators entered, they found an illegal gambling operation overseen by the manager of the facility, Ramon Rodriguez. Mr. Rodriguez has been charged with Promoting Gambling in the 2nd Degree and possession of a Gambling device. At least three arrests, in total, were made including that of Rodolfo Morales wanted in Texas for murder. In addition 15 town code violations were issued, eight of which were for violations of the fire code. All three arrested reside in Port Jefferson Station. In addition, the Town issued a Cease and Desist order for operations on site and revocation of the State Liquor Authority License for the site is all but assured, as gambling of any kind is strictly prohibited.
“This is exactly the type of inter-municipal cooperation that leads to success in cleaning up our neighborhoods” said Legislator Losquadro. “I want to applaud the Town Attorney’s Office Investigators and the Suffolk County Police Officers and in particular Seventh Precinct Commander, John Meehan who listened to the complaints we brought to them and what they were hearing from the community. We need to send this message loud and clear: we will not tolerate illegal activity in any form, you will get caught and you will be prosecuted.”
